When i visit the EU roaming automatically works, i assume i activated it at some point, this is fine as EU roaming is effectively free (my allowances etc)
The question is how about if i visit for example Thailand? EE for example regardless of if you have roaming enabled on your mobile itself (unless you have a roaming inclusive extra enabled already) send a text message which you must reply to stating you want to enable roaming (via a data pack usually) and states the costs involved. If you dont reply even if roaming is enabled on your account/phone you cannot use data which prevents nasty bill shock.
Or when the BT mobile is turned on in for example thailand providing roaming is enabled on the phone and the account will it just connect to data and start racking up a huge bill at ££££££ per meg until it reaches whatever limit BT have put on the account (£35??) in about 5 mins!!
PS, i am not interested in data packs, turning roaming off, data spend caps etc, i just want to know technically how BT operate roaming activation outside the EU

Your device will automatically connect to the local network if you have roaming turned enabled in your device settings.
If you don't want data roaming, you can turn that off in your devices settings.
the cost limit on your data roaming is set by you in MYBT not by BT. to activate data roaming you need to have spend limit great than zero even though it is free in EU
