Did the cordless base station work in a power cut before they had DV or did you get them a battery back up so it would work or was it not such an issue then.
They had a cheap hardwired phone handset in the cupboard to plug in for power cut emergencies.

If your/their electrical supply was so poor that they had to keep a wired phone on standby did they contact their electric company to ask what they are doing to improve the reliability of their electrical supply which obviously affects every electrical device in their home and not just the phone.
Unfortunately, it probably is the case that some households will frequently suffer power outages that aren't actually the fault of their local power company. Having worked in the electrical supply industry, I often found that the folks that suffered frequent power outages, were sometimes the result of decades old wiring feeding into decades old fuse boxes and the merest electrical spike would burn out an old wired fuse type cartridge or trip a 30 year old RCD. A lot of those who complained had lived in the same house for decades and never had the house rewired and won't because of the cost. It's often easier to blame the electrical supplier than address their own issues long term.
