It's definitely not DNS or routing - you are getting to the site fine, just unable to agree on an SSL cipher.
Have you tried the advice of @dride ? Is anyone else you know able to deplicate?

Our website https://astron.health is still being blocked by BT. They are the only ISP blocking us, and there doesn't appear to be any clear way to get this resolved. Can somebody please help!
I’m also encountering this issue right now with my website being blocked by BT. It’s frustrating because it’s critical for my work, and I’ve received similar reports from users on BT and EE who can’t access the site. I’ve tried changing DNS settings and contacting BT’s safebrowsing team as well, but so far, no response. Did you find any other ways to resolve this quickly?
