I was trying to access Strategic Culture Foundation, an excellent source of news and analysis (like Off-Guardian) and had to turn off my WiFi to do so.
Or use TOR browser with Brave search engine.
Most likely your BT safe settings or browser settings.
Works fine here with BT.

However if by "turning off wifi to do so" means you then use an Ethernet connection then BT obviously do not block it.

This is clearly an attempt to get this waste of internets webpage's .name onto forums and mods should delete the thread
Whatever your belief about a source of information, censorship is something associated with the likes of China and the USSR - if the information is incorrect then it should be debated and demonstrated to be incorrect.
At least in a free democracy...
I have no particular interest in promoting any sites - especially to those who are uninterested in considering the possibility of anything outside the Party Line having any value.
And FYI, I am now able to access the site on my BT WiFi - I was simply wondering if BT actually has a censorship policy.
Shame that people seem unable to debate rationally and without calling names - ad hominem attacks are usually an indication that the person does not have a reasonable answer to the point.
And / or is perhaps afraid of the consequences of finding this out.
To answer your question, there's no censorship and they're only blocked if BT are told to block them by a court order. The site you're trying to access is more than likely being blocked by Parental Controls and BT Web Protect. Turn them off and you should be fine.
I've just tried accessing the site and I'm getting a Russian language flash page telling me that I can't access it. So it would appear that the Russians have blocked UK access.

This must be your issue (VPN?), my access via Plusnet is fine.
