I don't use a VPN or BT Web Protect. I tried through WiFi from my phone which is Android so it could possibly be something to do with that but I can't see how .. but the message was definitely in Russian

I get the same, asking Google to translate suggest a problem with the site setup rather than a block

What happened and how to fix it?

- Wrong permissions on directories or files
Correct permissions for folders: 755, for files: 644. If you have others assigned, correct according to the instructions.

- Access restriction via .htaccess
Rename the .htaccess file. For example, in .htaccess_old. Then check if the site is working.

TOR is not malware. It is a web browser that is legal and allows the user to use the Internet without being easily tracked. It was developed by the American Navy and is now an open source web browser.

Because it allows users to generally use the Internet without being easily tracked it is frequently used for illegal purposes and can allow users if they know how to access it, the "dark web". Those using it for such illegal purposes are what is below contempt, not the browser.
