She doesn't use computers and she needs to register online for a BT ID, which for some reason also stops her getting paper bills, so that's not suitable.

You have 3 choices :
Paper free - access bills online using a BT ID
Paper bill - £3 charge per billing cycle
Both - £3 charge for the paper bill but still access online
