installation full fibre by non BT companies

D.jpgP1050913.JPG     Hello , hope this rather random question is ok if not i apologise and i will remove. Attached is photo of a red plastic label on the BT distribution pole outside my home. Am I correct in assuming that it means that the pole should not be climbed using ladders but a cherry picker should be used for work. In recent weeks a number of contractors have been installing full fibre boxes on the pole for various private companies.(all using ladders). A few days back Virgin contractors arrived and moved a box that was fitted just above metal pole capping to top of pole. No cable fixings were used and the cable was just wrapped around the pole from capping to top of DP. a excess (approx 1.5 metres) length of one of the cables was left looping through my neighbours tree. My question is do private companies have to follow the same safety and installation standards as BT, if so who enforces them.

the poles and connections are the property of openreach and nothing to do with BT Retail

You are correct in thinking the safety rules around D poles applies to everyone not just Openreach , so accessing the pole top on a D pole should not be by using a ladder
