Account cancelled without my consent

My BT account has been closed without my consent. The first thing I knew was I received a letter saying sorry to hear you are leaving, then I received a garbled message on my landline about leaving. I phoned up BT and told them I was not leaving and they said they would sort it out.

Yesterday my BT line was cut off, after more than several decades as a loyal BT customer!!! with hundreds of people knowing my landline number.

I phoned BT and was on hold and was indisposed when I finally got through, but BT would refuse to speak to a visiting friend as he was not the account holder..., however I verified my details and asked why I had been cut off, despite telling them I was not leaving. It would appear that a new tenant in the ground floor flat had moved in and used the property address. I was told that I would have to open a new account, and visit the new tenant to ask if the number could be moved back to the new account, and was advised of the possibility of losing my number. I told BT that this was unacceptable and asked to speak to a manager and was told that they were all busy in meetings. After an hour trying to find out what had happened and how to recover the account and number the BT call handler said that they would have to end the call, they asked if I wanted to create a new account, I said no I want the account back and the number back.

How is it possible that BT can close down an account without my consent?
How does someone else authorise themselves to close an account when I need to authorise myself and they will not speak to a friend who has my authority to do so?
Why did BT not stop the account closure when I phoned them up?
Why can they not restore my account?
Why can they not return my landline number?
Why do they ask me to speak to the new tenant in order to resolve a BT problem?
Why are there no BT managers available to talk to?

How can I escalate this to get a resolution?

I am not computer literate (a friend is assisting me with this post) and I do not receive notifications by email or sms, but please do post any ideas or solutions here as my friend will be able to check on them.
