My contract is with BT Broadband. If the product is changing to EE does this mean i am able to leave the contract without any penalties ?

It will only be changed at the end of your fixed term contract in which case you are not in a contract unless you stick on a rolling contract losing any discount you may have or if you want to take out/renew your contract or if you want to be moved to EE by asking BT to move you.
No you cannot cancel without penalty.
You do not have to change to EE if you are still in contract with BT.
Once you are completely out of contract with BT, yo can stay on a rolling monthly contract, or start a new contract with EE or another provider.
Just be very wary as the BT "guides" aren't the most honest around and if you request any changes like adding or cancelling a 30day rolling contract item there's a fair chance you'll be given a new 24month contract with EE without your knowledge or agreement as happened to me, and in my case increase costs.
In which case you are liable for ETC , the fact you can switch to EE ‘penalty free’ doesn’t mean you can switch to someone else penalty free …FWIW the only way you would pay half for roughly the same product is with an Alt Net ( and that means you presumably have a no frills broadband with BT ) Alt Nets are so desperate to get users onto their network they offer deals that make no financial sense considering they are so far in debt , to sell connections that lose them even more money is hardly going to improve their dire financial states , but look good as far as ‘sign ups’ …if this is the case with you don’t expect the price to remain so low , putting up the price is inevitable if they want to continue to trade , but in the short term it may benefit you
I know, these poor struggling alt-nets. I see the one largest of them operating in the UK turned a measly E2.3B profit in the last 6 month reporting period. I'm not saying they are all turning substantial profits, but maybe a citation next time!

The figure I mentioned was a half yearly, but they have the quarterly results there, you can find the half yearly's elsewhere.
