Hi I am being charged £3 a month pay as you go. I don’t have a phone to plug in or want one. Can I just cancel this without impacting my BB service/ package?

In theory, yes. However, anecdotally it seems to be problematic. You need to speak to customer services.
your current contract is broadband with phone and you now want to change to broadband only contract. As @licquorice posted you need to phone CS 03301234150 and see if they will just change your contract to broadband only but may mean starting a new contract as phone is not in this case an add-on
