Hello - my elderly relative (83 years old) needs support with changing BT calling package to something more affordable. However, when I try to create a BTID account to support her, it says that the authorisation to be account manager is pending with no way of progressing further.
Please can someone assist with this?

This is a BT residential customer to customer forum. Your post does not go to BT. The only BT staff are the forum moderators who do not necessarily read all the posts.
Nobody here including the moderators have BT account access so you will need to contact BT Billing 0330.1234.150 who should be able to help.
You may need your mother to authorise you to act on her behalf so you should have beside you when you call BT.

When it comes to managing your neighbours account online, BT IDs are unique and you can only have one per account, so creating a new one with your details wouldn't be an option unless she opted to let you take on the whole ID.
As @gg30340 has mentioned here, we would normally need to speak with the account holder directly in order to enact any changes on the account.
If she were to call up and complete security though, she can then elect to hand the phone to you to discuss from there, and also nominate you as an approved third party should she wish.
