I'm having exactly the same problem trying to renew my Mum's package, which ends in June. There's a Renew button when I first log into her account but after clicking it all the more expensive packages shown have an Add To Basket button but in place of that the current one has "Explore upgrade options instead".
I wonder if your current package is the same as hers, she's on Fibre 1 (50MB) currently paying £23.

it may be that on renewal your mother will need to move to full fibre to the home and if she has home phone then possibly digital voice as well
