Same problem here. I’ve got one email from a store containing an image of a barcode to use in store for a discount but cannot forward it to my Gmail account, the BT servers refuse it. No problem at all with other emails with/without attachments, only this one has content being picked up by BT.
Since BT delivered that email to my inbox, it’d seem that they have different scanning rules for incoming and outgoing messages?
I was having this problem constantly - 'Sorry your email cannot be delivered due to content policy reasons ... 'etc.
I have just cleared it by reinstalling my various AVG items {Antivirus, VPN, Secure Browser etc} and I am now able to send ones that stuck were in my Drafts box as well as totally new emails!!!!! Hallelujah!
I hope this may be the answer for others.
Best
... I posted that I had cleared this problem by reinstalling / renewing my various AVG apps, which is still the case a few days later.
However, I am now back in the situation of having to constantly log on and having to prove that I am not a robot !!!
I hate it.
If only I could use some other method to send and receive emails!

If you use an email client such as Bluemail or Thunderbird you can stop using webmail.
