Phishing error

When sending a simple email and Word attachment to a group of friends I get the following error message :

Sorry your email could not be delivered due to content policy reasons. Please check your message content for URLs, content and subject matter that could be construed as Malware, Spam or Phishing before retrying. (6-1-3-1) ID (674901FF01A7790F)

I regularly use this small group and have never had this problem before. There is nothing in the content that could be construed as Malware, Spam or Phishing.

What is going on??

I am getting the same problem trying to forward a pdf attachment that came in via the same account.
