They have indeed, but the posts are different to your scenario. There are various reasons - sometimes they are abroad and it's the local ISP doing the blocking of access - and even this can vary, they can be BT Basic only, which is only via webmail.
The fact that you said BT were blocking your ISP (still not known) dynamic ranges at one time changed it doesn't mean that BT are the issue here. I have always believed BT's systems are flawed, and can be over zealous as you've indicated, however they are doing it for a reason. If this was a widepspread issue, there would be vast swathes of posts on this topic - but there are not.
It's not clear where the problem actually lies, and although it seems it could be BT - but why is it happening? Maybe it's your ISP that are not acting with due dilligence.
