Error Message when trying to send an email.

I have the same problem when trying to send a simple message:

Sorry your email could not be delivered due to content policy reasons. Please check your message content for URLs, content and subject matter that could be construed as Malware, Spam or Phishing before retrying. (6-1-3-1) ID (68CA1AB80EA0DDB8)

For example, if I have an email with a subject without a body, it does not get sent.  I tried two different email addresses and the email did not send.

What happens when I am outside of the UK?  Do I have to be on a VPN for an email to be sent?

Very frustrating.
