I am being issued with a new SmartHub2 to replace an existing SmartHub2.
My question I can save-restore the settings to transfer over to the new one, does this apply to the Digital Phone setup, handset names/contacts?

You would be better exporting your contacts to be safe then once you have deregistered phone from old SH2 you need to register phones with new SH2 then you can import your contacts
Thanks for the suggestion. Yes I have exported my contacts, so the handset names etc are not saved?
Yes, reregistering from old SmartHub would be wise.
