Cables crossing my property.

My neighbour's landline cable has always crossed my property from the distribution pole as there is no other option.  He now has full fibre which means a second cable crossing my property because it is not Openreach or Kelly Communications policy to remove the old landline.  These cables are within 4 metres from the front of my bungalow and are not even equally tensioned so one is very slack.  Has anyone else had the same problem and do I contact??  BT do not make it very easy to get hold of somebody to show photographs.  My neighbour is in complete agreement with my opinion.
