My disabled father only has a landline, no mobile no internet and doesn’t want either, he is now only able to make outgoing calls and can’t receive incoming calls, he doesn’t know anything about any of this and is looking for me to advise him, is there something he can get to make his landline work again without having to get broadband that he doesn’t want

This would have nothing to do with Digital Voice, as only broadband users are affected, as they are being migrated. Customers with just a phone line are not affected.
It sounds more like a fault in the exchange.
Assuming he is a BT Retail Customer, you need to report the fault to BT. I think that the phone fault reporting number of 0800 800 151 is still in operation. Just report no incoming ringing.
You should be able to dial 151 from the faulty line, that way its easier for BT to validate.
You need to make sure his phone is not faulty, or the ringer has not been turned off by mistake. Try another phone just to make sure.
