@gg30340  I've read it, I guess we interpreted it differently, although it doesn't actually matter as BT provide them free to the vulnerable or who need it most.

I read and understood it that it states providers must offer a solution but only that it should be free of charge - must being it has to be done and isn't optional and should that it's recommended but not mandatory.

Indeed. In technical documents 'Shall' is mandatory, 'Should' is only advisory.
