Whilst no doubt true it does not help those that need those services and have received no infirmation and were not aware that the change over was happening.

Have you got proof of that? As far as I understand there are multiple communications going out advising people are being switched over, if they choose not to read them & ignore them that's hardly BT's fault
For me, on this months PDF phone bill there is an info panel referring to Digital Voice.
