My elderly father has a 4600 which is successfully blocking all but the numbers I have programmed. I have disabled international calls but need to allow my brother's US mobile. I have tried adding 1 123 1234567 (so US, area code, number which is how I dial him) but he is still blocked on my father's phone. Do I need to allow international calls? If I add his number as above will other international calls still be blocked?

I'd suggest turning off the call blocking & then asking your brother to call. Then use the phone's call history to add that number to contacts. That way it should match what is stored to what the line sees when his call comes in.
I don't know if globally blocking international calls also blocks a number in contacts. You would have to test by experimentation.
