BT home mesh does not reconnect to 4G hub after power failure

I have seen similiar questions to below - but cannot see the answer ?

I have a BT 4G hub connected to BT mesh discs.  All works fine , however if I lose power to  hub it will not reconnect to master disc.

If the 4G hub is conected via ethernet cable to pc will reconnect ok after repower

is the disc not sending address at the time of hub reconnection ?

After playing , It appears if router / master disc are powered down and repowered TOGETHER , all is ok

The problem occurs only when disc remains powered,
I can resolve by ensuring booth on same circuit
