Possibly, but there shouldn't be any problems with forwarding ports on the BT Hub. As previously stated, I can forward port 25565 successfully on my hub.

You can try contacting customer services to persuade them your hub is faulty  and get a replacement.

Did you factory reset the hub by pressing the recessed button at the rear with a pin for about 20 seconds until the lights flash?

The most likely problem is that your BT connection is using CGNAT or a different public/WAN IP, so the port forwarding on your router cannot be reached from the internet. Check whether the WAN IP shown in your router matches your public IP. If they match, verify that your PC has a fixed local IP and that TCP port 25565 is forwarded to it and allowed through Windows Firewall. If the port is still closed externally, contact BT and specifically ask whether inbound port forwarding is supported on your connection or if you are behind CGNAT.

I rather think after 3 years the OP has found a solution!!!

BTW, BT don't use CGNAT
