Internet Access Controls
The BT internet controls allow me to pause access to certain devices. Is there a way to turn it around, so that access is paused for all devices as default, including new connections, except for specific devices that I've approved?

I do not think that is possible, and in fact any form of access control relies on the MAC address of the device, not the device name. As randomised MAC addressing is very common on many devices, any form of access control will be ineffective.
You would need a method of creating a "whitelist" of valid device MAC addresses which are allowed to connect, and you would need to keep it up to date.
As a matter of interest, the first BT Home Hub, the home hub 1, only allowed connections once they had been approved. This feature was dropped on later versions.
Some third party routers have MAC filtering options, so you only add the device MAC, and not the fake randomised one.
