Neighbours BT Cable On Boundary

Hi,  a BT open reach engineer has wrapped my neighbours phone line cable around the downpipe on my property’s boundary without asking permission. Is this allowed? Just looking for some advice concerning this. Thank you in advance.

It would be Openreach not BT. Openreach are a separate company that is responsible for the connection and installation of the broadband service between the property and the exchange.

If the neighbour had a broadband connection from BT, Sky or any other provider that uses the Openreach infrastructure then these may help:
