Applying for a dropped kerb

I'm not sure if this is the best route to ask this question but, we are in the process of applying for a dropped kerb where we would be needing to drive over a kerb with an existing BT cover.  I've been advised that we will require permission from BT to apply for part 2 of the application.  

Has anyone done so, and if so how to do I contact BT or maybe OpenReach?

It would be Openreach, but you may not get permission.

What a joke, open reach now want £700 to spend 5 mins to survey, and they would charge between £3k and £4 to lower the ducting on the cover!

Hi Jeff. No chance. They now charge private residence the same as if you were building a house. The guy said it was an OTT price. Just going up to the box now, having it done next week. Unofficially there are ways around it. There are people who are licenced to do this work, and they somehow get around telling highways about the man hole. But what I find odd is, to get highways sign off, they have to do a site visit and provide a cert. Without this you do not officially have an extended driveway.
