What’s this got to do with BT ?, even if No. XX have ordered service from BT , ( and it could be one of dozens of ISP that use Openreach that they have ordered service with not necessarily BT ) excavation in the public footpath has nothing to do with BT .
It may seem unfair to you , but the public footpath outside your home isn’t yours , and you have no ‘veto’ rights to this area , it’s covered by the NRSWA and that allows ‘utilities’ the right to install and maintain their equipment in these public areas such as footpaths ….obviously if No. XX’s service runs past you in the footpath and excavation is required to install or repair their service, as the occupant of No.XX you have no right to stop this , or demand that an alternative route, more to your liking be used .
I dare say that if your own service was denied from being installed or repaired by your neighbour the occupant of No.XX making the same demand (that the footpath outside their home not be touched ) you wouldn’t be very happy about that.
If your property ( the garden wall ) is inadvertently damaged ( by being on the boundary between what you own and the public footpath and therefore close to the excavation work ) , that should be repaired by the party ( probably an Openreach contractor ) that damaged it .
