Not sure I follow, OP asks if having DV is an obstacle to moving to a broadband only provider, the answer is is No it doesn’t, so the BT USO is moot , if a customer doesn’t want telephony that’s their choice, if you are suggesting they want BT telephony only and broadband from another source , then currently BT have an obligation to provide it , but there is no differentiation between DV or PSTN in that respect, how a separate telephone service could be delivered if the customer had broadband only over the Openreach connection presumably would be a problem to resolve should  it ever occur.

Or, worse, "WiFi not on", when they mean broadband.
So many people seem to confuse WiFi with broadband, like people asking estate agents about a house and saying "how good is the WiFi around here?"
To which the honest answer is "that depends upon the system you set up in the house".

I think you could have a BT landline phone using DV but with the DV stuff at the exchange, so that you keep your copper wire landline connection.
But then having a broadband service with another ISP would ONLY be possible if that is provided via full fibre. If that was provided via part copper (FTTC), then you couldn't also have a BT landline telephone connection also using it.
It would be interesting to hear of anyone who has thas rather bizarre set up - and how they organised it with the two providers.

You can have dv with bt. Extra £3 a month. This is new as it was free.

If you want to keep the phone? No landline now so would have to be a provider with phone through the modem. Someone has said this is possible. Plus net include phone but it may be through wire. Our wired connection is cut off.

As far as I know, there always has been a charge for the phone.  At least, I've been charged separately.  £3 is quite good.  Last time I looked the new customer price was now £5.

Having telephony with BT (  irrespective of being on Digital Voice or PSTN ) doesn’t present a problem to the new provider of broadband and telephone if they want to import the number from BT to themselves they can  , it’s irrelevant which system the number is on provided the new provider requests the phone number in the appropriate way then that request is fulfilled , obviously the new provider needs to offer telephony , not all do , but that’s hardly BT’s problem if a competitor only offers broadband.
