False error detection on outgoing emails

 Trying to reply to an email and getting: 

Sorry your email could not be delivered due to content policy reasons. Please check your message content for URLs, content and subject matter that could be construed as Malware, Spam or Phishing before retrying. (6-1-3-1) ID (699516090161C290
 
There is nothing untoward in the reply, just short text. This is an URGENT problem. What's the fix?

If you are using the Reply To function try sending a new fresh email and enter the address manually.

That might enable me to send an email to the recipient, but it doesn't keep the conversation going, so isn't solution.
