BT Fibre 1 download speeds average 50Mbps according to the website. Mine are only 15mbps if I'm lucky when I run tests. I'm told my speeds are fine. That might be the case but it's not what I'm paying for. Is this normal?
Been discussed many times, the speed company’s have to use in adverts is an average , your individual circumstances may mean you don’t get close to the average , someone else’s may get in excess of the average.
You were provided with an individual estimate, that is what you need to use as the benchmark for you, not a company wide average .
If a line can only provide 15Mb, and it delivers 15Mb , even if the average punter on the same product gets 50Mb, that Consumer is not being short changed , they were told to expect 15Mb not 50Mb.
If you provide more info ( like your router stats and the return from this site )

it may be possible to tell if you have an issue or not, otherwise you have just misunderstood the way the advertising authority make broadband providers market their products
It's below the minimum I should expect so perhaps there is a fault. I'll follow it up.
it would help if you posted stats from hub
please can you post the stats from your router (if hub enter 192.168.1.254 in your browser) and if HH5 then go to troubleshooting then helpdesk and if HH6/SH2 then advanced settings then technical log information .
Have you tried the quiet line test? - dial 17070 option 2 - should hear nothing - best done with a corded phone. if cordless phone you may hear a 'dull hum' which is normal
enter your phone number and post results remember to delete number https://www.broadbandchecker.btwholesale.com/#/ADSL
this will show expected range for your connection
Someone may then be able to offer help/assistance/suggestions to your problem
