I am not getting the guarantee. Not even close. Supposed to be 28 Mbps and currently getting around 4. Been like this for a few weeks. Here at the stats:

Are you using the test socket with a filter to see if that improves your connection speed or at least improves your attainable speed
try quiet line test. Dial 17070 option 2 should be silent and best done with corded phone
Have taken the faceplates off the 3 sockets in the house but no test socket. I don’t have a dial tone on the phone so the quiet line test doesn’t work. I have some speed tests saved on my phone and the in mid March we were getting around 30 Mbps which is above the guarantee.
Report no dial tone on your line, it looks like there's a disconnect somewhere. Broadband will work with only one wire connected albeit slowly.
