I have just checked my internet speed : download speed =47.1mb upload speed = 17.4 .I am working from home and the poor upload speed is really affecting my work. BT previously sent in a new HUB but this has made no difference? Are these the speeds that I should be happy with for fibre broadband .I would like to change companies but am being told that I am bound to see my contract through to the end or pay a penalty?

unless you can get virgin or FTTP then other ISPs will use openreach and your broadband connection will be the same line/connection as you currently have. if you are in contract then there will be an early termination penalty depending on remaining length of your contract
in order for the forum members to help please can you post the stats from your router (if hub enter 192.168.1.254 in your browser) and if HH5 then go to troubleshooting then helpdesk and if HH6/SH2 then advanced settings then technical log information .
Have you tried the quiet line test? - dial 17070 option 2 - should hear nothing - best done with a corded phone. if cordless phone you may hear a 'dull hum' which is normal

Upload speed seems quite good.
Is that upload speed 17.4 mb ? If so that's very near the max you'll get on any fibre to the cabinet connection and way better than most users.
The Max Sync Rate for VDSL is 80/20 so the Max Throughput Rate on your Upload Speed would be about 19. That’s why ISP’s sell Throughput Speeds and not Sync Rates. So they sell 80/20 as 76/19.
What can’t you do with 17.4 that you can do with 19?
