Error in Forwading or replying to some emails

I also have the same e-mail message error when replying to an email in Outlook.

550 spam, or phishing or malware.  Please check or edit your message and try sending it again. (6-1-3-2) ID (613A8DE80D3E6478)

This appears to be an issue for other people but there is no posted fix for it - can anyone help?
