To whom do I complain about slow broadband speed? I am paying for fibre broadband with download speeds of 70 Mbps and currently receiving 20 Mbps or less. I appreciate that more people are working from home currently and this will inevitably affect download / upload speeds but I am using my computer in the same room as my BT Hub whereas I normally use it in my study with a booster and getting close to the higher speed.

please can you post the stats from your router (if hub enter 192.168.1.254 in your browser) and if HH5 then go to troubleshooting then helpdesk and if HH6/SH2 then advanced settings then technical log information .
Have you tried the quiet line test? - dial 17070 option 2 - should hear nothing - best done with a corded phone. if cordless phone you may hear a 'dull hum' which is normal

I just ran the BTW speed tester with my computer about 3 metres from the BT Hub in the same room using a wireless connection and the results were Download 67.43 Mbps and Upload 18.78 Mbps. So why am I complaining?
I measured the speeds earlier using an Okla speed tester and the results were Download 19.97 Mbps and Upload 6.78 Mbps.
So it looks as if i use the BTW speed tester instead of any others I will get the results I'm expecting!
Firstly quoted speeds are for connection (sync) speeds not download (throughput) speeds.
Secondly download speeds are only meaningful when using an ethernet connection rather than wifi as wifi is susceptible to interference.
Thirdly, when using the BT speed tester you are testing your speed wholly within the network controlled by BT not in the wider internet which BT has no control over.
