@CNEW You might need to contact your provider and ask them to get your IP address removed from the blacklist. We can only request this for BT broadband connections.
Did you leave your router off for 15 mins, I know that with BT it can take that long to get a different IP address? It may be different with your Portuguese ISP

I've now turned off my router for 15 minutes. Was I supposed to get a different IP after the reboot? It's the same IP as before.
Email still not working and I'm on deadline to send a file...

@CNEW If it was a BT broadband connection the IP addresses are dynamic and turning off the router for 15 mins would likely mean you'd get a different IP. If your ISP provides fixed addresses turning off the router may not help.
Have you tried logging into webmail and sending at www.bt.com/email ?

@CNEW I appreciate you're on a deadline, can you try an alternative broadband connection or connect to a a 4g hotspot to see if you can send it?
You will need to raise the issue with your blocklisted IP address with your ISP.
