Usually replace the +with 00 followed by the country code

Maybe this may help explain it better.

Essentially dial 00 (unless America) rather than +. Then the country code

Unlike a mobile phone, your landline phone doesn’t put the international dialling prefix (access code 00) automatically in front of the country code (1 for the states or 31 for the Netherlands for example) when it sees a +. So you need to put it (the 00) there yourself when dialling (or storing) an international number. Such as 001….. 0031...  Rather than +1… or +31.. Which is why there’s no + button on your phone. Hope that makes sense.

However, my BT8500 doesn't allow me to put in the full international number I run out of space 

It only allows me to put in 12 digits, when using the two zeros at the front!!!!!

No it doesn't. It may look that way on the display but you can carry on adding numbers. It may appear that the previously numbers have been deleted but you're effectively seeing an extension of the screen. So once you've entered 12 digits, the 13th onwards will appear on what looks like a new screen, but they're being added to the previous 12. You can add as many numbers as necessary.
