VPN Connects but no internet

I am doing all this remotely. Meraki Z1 behind Smart Hub 2. 

I have a Wifi tunnel to California that works perfectly - and always has done. Fiber to fiber so get about 300mps. 

Client VPN managed by Meraki - has always worked and nothing has changed at my end. I can connect the VPN but cant do anything other than ping the Meraki box and the Smart Hub. No internet. Can not log into the Smart Hub. 

The VPN works at my sisters - small fiber outfit in her village, and formally worked on the 5g smart hub in it present location. 

I have ports all forwarded correctly- this has been working for over 7 years. Turned off ipv6 which is reported as a problem with port forwarding. I am getting an IP address. I have rebooted everything. Spent hours turning things on and off but still the same results. I have access to 3 unique networks and my cell service which is 1gb, sam result so it's not at my end. 

Logged into my dad's BT account and made sure all restrictions are off and tried disabling all firewalls at both ends. 

Any ideas? I am not sure BT are going to be able to help with this.

Which begs the question: what may have changed at the other end? Who owns the tunnel endpoint and is there anything they can do to help diagnose?

What happens when you try? Timeout, or something else? The fact that you can ping the IP but not get to the hub's HTTP interface has me wondering if there's some sort of IP/subnet conflict somewhere. What does the route look like if you try tracing to 192.168.1.254?
