My copper cables supplying my broadband connection are 2.5KM from the cabinet. As a consequence my broadband speed is around 7mb. There is a closer cabinet but BT won't connect me to it, how can I persuade them to connect closer cabinet?

You can't.
The underground cable network is fixed and can't simply be moved.
The only way that you can be moved to a closer cabinet is if the nearer cabinet has been specifically provided as an infill cabinet to improve service to a number of customers. In that scenario, all customers of all ISPs are moved en masse.
