Although Openreach survey an area for FTTP , including all property types , they can omit ‘difficult’ addresses at the build stage , intending to include those later.
If you live in a maisonette, it’s possible that it’s considered a MDU ( multiple dwelling unit ) and they are not normally picked up at the build stage , or if there are issues like obtaining wayleaves /permissions from the building owner , freeholder, building management etc again reason enough to simply leave those addresses out of the build .
Generally speaking the existing method of providing the copper pair service is the method used to provide FTTP , so if it’s a telegraph pole , the FTTP will be overhead, if an underground ducted fee , that will be used for the FTTP service, issues can occur if the feed is a DIG ( direct in ground ) cable , or if the existing copper pair distribution is from an ‘internal’ distribution point (this is common with MDU ) , or external wall blocks often terraced business property like shops .
If all the ‘regular’ property ( detached , semi detached, terraced but served from poles or duct ) have availability but maisonettes like yours don’t , it’s probably a deliberate omission, not a mistake.
