Fibre installation

I ordered fibre broadband and a team came and looked at the job and said it was ok. I got sent a new TV box. The box was great but then I got a message that the order had been cancelled. I phoned up and they could find no reason it was cancelled. So they re-ordered it. They sent another TV box and some more people came round and made white marks on the road. They gave me a date of today for a full fibre install. I waited in and a van with Openreach on the side appeared. But the man said he was only here to do the wiring in the house and couldn’t understand why no one had dug the connection. He went away again. 

is this a typical experience or am I unlucky?

In most cases they'll be able to install your full fibre either via ducting or overhead lines, but sometimes if neither of these is immediately available it would need to be raised with the Openreach Civils team so the necessary work can be completed.

It seems odd that this didn't happen though, especially considering the marks on the ground.
