Fibre pole

• Our "local" telegraph pole, which  carries overhead fibre, has started to make a very loud high pitched whining noise that pulses on and off. It seems to be more active in the morning,  although that might just be when i notice it more. So,  questions:  A) is this an issue that has happened elsewhere? B) who do I report it to, as it's not putting anyone in danger (other than driving me round the bend).

Its Openreach that is responsible for the external network, not BT Retail.
