I can't get the 450Mbps (guaranteed) speed from my full fibre 500 package.
Can I ask BT to downgrade my package or reduce my bill if they cannot provide this speed?

PS: I have done all the testing using RJ 45 connection to my router.

For fibre 500 the guarantee is 250mbs not 450mbs.
What is the point in calling it Full Fibre 500 if you only guarantee up to 250Mbps?
Isn't that misleading the customers?
I don't even get 250 it's only 200Mbps.

The only BT Employees are the forum moderators.
FTTP is a contended service, up to 32 users can be sharing the 2.5Gb backhaul, so you can never expect the full speed all the time, you may get 500mb when there are fewer people using it. I expect that you are sharing the backhaul with many users. If everyone was using it fully, you may only get 78mbs.
BT quote up to 500mb, so you are likely to get less than that.
BT Business customers get a less contended service, so get a higher average speed.
