Im looking to buy a property which has fttc and Openreach have no current plans to extend fibre to the property. Is there an option for me to pay to have fibre connected ?

Yes if you take out a business contract and spend the tens of thousands of pounds it will cost in construction costs.
If FTTC is available then FTTPoD will as well.
How much it costs, could be anywhere from a few thousand to upwards of £150,000.
I say £150,000 as that’s the most expensive FTTPoD Quote I’ve ever seen but in all fairness the guy lives in the most remote part of Mainland Scotland you can get.
Might be worth making besties with your new neighbours and getting all of them to apply for Gigabyte Vouchers and then apply for a Community Funded Build. Openreach will pay so much towards it as well.
