Early drop wires weren't even copper, they were steel.

There can  be some legitimate reasons for the tech fitting FTTP  not to also remove copper cables at the same time , usually something like the existing copper is on a bracket that’s no longer accessible, like a chimney bracket , or having to stand on a flat roof to access the bracket means , both not allowed, so its not practical for an installer to remove the old wires….if that’s not the case with you because the new FTTP is in parallel to the copper cable (an identical path from pole to house ) then it’s odd that the copper wasn’t taken down as it’s the obviously thing to do …however if (for arguments sake ) it was made clear that the copper service was to remain intact until the FTTP was demonstrated to be working , that would require the tech to  ‘set  up’ at the pole twice and at the house twice (moving the ladder from pole to house then  house to pole )  , each requiring the appropriate time consuming ‘set up’ process, so that potentially is why the wiring was not removed .
