My line spec has changed the SNR was 8.6 down its now 2.8 and the down load speed has shot up i thought i was bad to have a snr that low?

No, target SNRm (not SNR) is now 3dB. The lower the SNRm the higher the speed. Until fairly recently, target SNRm was 6dB but this was considered over cautious and line remained stable at 3dB margin, hence it was lowered.
