Possibly but remember if DLM took action due to a line fault which has not been resolved the fault would just follow you. Same line, same fault and DLM will take action again and you will end up in exactly the same position.
Changing provider does not clear any existing fault.
i text an openreach engineer few hours ago and he replied to me confirming that when switching lines a dlm reset is performed by default .
