Is it required to pay for the 'Extra Speed 4G add-on' to get the higher speeds on BT Mobile?

Does a normal speed test on a mobile work as per a PC/Laptop?

Extra speed boost is a free benefit of some Broadband with Halo packages but otherwise, it's a paid extra.
