Unlock BT Mobilr

Hi , can anyone tell me if you can unlock a BT mobile after your contract has ended ? 
Contract finishes next week and I have a PAC code and would like to give my handset to someone else to use , 

I called BT and they say they don’t but I thought that had changed ?
