Because of the Digital Voice upgrade I now have to spend nearly £700 upgrading my burglar alarm just to meet the requirements.
This is a ridiculous situation to be put in
BT should help in some way as they have put me in this situation.
Maybe I should look for another provider

You almost certainly don't need to do that. I have found alarm companies treat this as a cash cow to force unnecessary "upgrades". You probably just need to patch the alarm into the SH2.
BT haven't put you in any position. Openreach, who own & maintain the network, are responsible for the withdrawal POTS. So moving provider won't help in the least.
BT didn’t put you in this situation, you and your alarm provider did ….the change to IP telephony has been known about for many years …if your alarm provider ‘sold’ you something already out of date when they installed it , that hardly BT’s fault , if your alarm system is a decade or more old , then old tech doesn’t last forever , no doubt you have replaced other consumer electronics like TV’s , phones worth far more simply because a newer model is available and not had any concerns about that , so it seems a little odd to expect your alarm to be any different…..FWIW most alarms don't need to be replaced in their entirety but can be made to be compatible with newer technology, like adding a 4/5G module , if yours can’t, it was probably not as expensive as you claim , if they was that expensive, I’m afraid your alarm provider saw you coming .
I agree with @Anonymous. Some companies are using this change as way of generating extra revenue.
Months ago I was told by my alarm provider that the alarm would not work with Digital Voice and I needed to upgrade my alarm panel. Turned out to be a load of nonsense. I just plugged the alarm into the socket on the back of the hub and everything works fine.
Last week the charity I work for was told by thier lift (elevator) maintenence company that they would need to visit us to "modify" the emergency telephone in the lift as it wouldn't work with Digital Voice. The charge? £700+VAT. I spoke to the engineer directly and he agreed that all we needed to do was disconnect the current lead at the BT socket and plug it into the new hub.
